Move the photo to a non-synced folder before you delete from. On iOS you should not turn Backup and sync ON again to avoid reloading. On Android: when you turn Backup and sync ON again, the photos will not upload again, but they may under some circumstances, for example after "Use without account" or "Clear data". Also after enabling Backup and sync again, the photo stays on the device and will be shown in the Gallery and File managers, but also in the Google Photos app, since the Google Photos app also acts like a Gallery and shows the device copy. The image gets deleted from Google Photos and other synced devices (if any), but stays on your phone, since Sync is disabled. If you have Google Photos installed on multiple devices (e.g., a phone and a tablet), turn off "Back up & sync" everywhere.
